How to read a master plan or sector map before you buy

Master plans and sector plans show what the authority intends around a property — roads, green belts, commercial pockets and more. Here is how to use them.

A development authority’s master plan sets out the intended land use across a whole area. Sector and pocket plans zoom in to show individual plots and roads. Reading them takes a few minutes and can change your view of a property.

What to look for

  • Land-use colours. The legend shows residential, commercial, industrial, institutional, green and other zones. Check what is planned next to the property, not just what is there today.
  • Road hierarchy. Plans usually mark road widths. A plot on a wider planned road may see more traffic — good for a shop, less so for a home.
  • Green belts and high-tension lines. These are often shown as corridors and affect what can be built nearby.
  • Plot numbering. On sector plans, match the plot or pocket number with the one in the seller’s documents.

Limits of a map

Plans are revised, and what exists on the ground can differ. Use a map as a starting point, then confirm the current position with the authority and your lawyer before any transaction.
